In Tears of the Kingdom, some armor is locked behind side quests or side adventures. This especially seems to be the case for the cameo outfits/armor, including the Island Lobster Shirt that Wind Waker Link wore. If players want to add this shirt to their collection, they'll need to complete the side quest "Dad's Blue Shirt."
Players can find the chest containing the 
Island Lobster Shirt in Lurelin Village. However, Lurelin Village is completely destroyed and overrun by monsters in Tears of the Kingdom. There are several prerequisites to unlocking the side quest, so players will want to have Link equipped with his best armor and weapons when making his first Lurelin Village visit.
How to Unlock "Dad's Blue Shirt" Side Quest
The "Dad's Blue Shirt" side quest is received from a young boy named Zuta. However, Lurelin Village is raieded by monsters and devoid of its habitants, who have fled to various corners of Hyrule. While it's entirely possible to run into Zuta and his family, the side quest won't be added to the Adventure Log until he's back home.
Players will first want to clear out all the monsters in Lurelin Village. They'll notice a giant health bar at the top of the screen when they step into the village/monster territory. Link will need to clear out every monster in the area. If he leaves, he'll have to start over. Be sure to check the Lurelin Village's well, too, since there's a Bokoblin hiding underground.
After Lurelin Village has been saved, Link will need to speak to Bolson to start Lurelin Village's reconstruction. He'll need 15 logs and 20 Hylian Rice:

Players can get
Hylian Rice
by cutting down the grass growing in Gogobi Shores, which is east of Lurelin Village.
- The 15 Logs will have to be carried with Ultrahand. Bolson will ask for logs from regular trees, so follow the path leading out of Lurelin Village. Cut down the trees in Atun Valley and carry them back to Bolson. Alternatively, players can connect a makeshift carriage to their horse's harness if they have one.
Repair Lurelin Village's Restaurant
Once players have given Bolson the logs and rice, they can start repairing the buildings. Choose to repair the Restaurant. This will bring back Zuta and his family, allowing players to unlock the "Dad's Blue Shirt" side quest. It doesn't matter if players haven't completed all of Lurelin Village's renovations. As long as the restaurant is repaired, players can get the side quest.
"Dad's Blue Shirt" Walkthrough
From Lurelin Village's restaurant, go down to the shoreline, and players will see Zuta peering out at the sea. Speak to him to get the side quest "Dad's Blue Shirt." He'll tell Link that his father's favorite shirt was locked away in a metallic chest. He suspects it sank to the bottom of the sea when the pirates/monsters attacked, and he's right.
How to Reach the Treasure Chest
The chest's exact coordinates are 2922, -3524, 0000. Unfortunately, it's all the way out in the middle of the sea, meaning Link won't be able to reach it unless he has a platform to stand on. However, there's wooden debris next to the pier at the coordinates 2875, -3500, 0000.
- Attach the two logs to each other with Ultrahand, then add the wooden platform to the end.
- Standing at the edge of the pier, pick up the logs/platform with Ultrahand, and carry it as far out as possible into the water.
- Drop the logs, swim out to them, then climb aboard.
- Take the platform (or the logs) and detach them. Move it closer to the sunken chest.
- Swim out to/climb aboard the platform, and use Ultrahand to reel the chest ashore. Open it to get the Island Lobster Shirt.
- Return back to Zuta to turn in the quest.
"Dad's Blue Shirt" Reward
It's revealed that the cherished blue shirt that Zuta's father was talking about wasn't the Island Lobster Shirt after all. Regardless, he'll give Link the shirt as thanks for finding it.
The Island Lobster Shirt will give Link level 1 
Heat Resistance from dry areas such as the Gerudo Region. On the downside, the shirt has a base defense of 1. Unlike the Tunic of the Wind Set, the Island Lobster Shirt can't be upgraded.
