This side quest can be triggered by heading to East Akkala Stable located, as expected, in East Akkala. The exact coordinates for this stable are 4235, 2740, 0126, and the nearest shrine for teleportation is Jochi-iu Shrine.
Examine the empty picture frame on the wall to trigger dialogue with the stable owner. He wants to display a painting of Octorok Lake, which looks like an Octorok when the water level rises, but he needs Link to take a picture for reference.
How To Complete 'A Picture For East Akkala Stable'
Completing 'A Picture For East Akkala Stable' requires a few simple steps.
Octorok Lake Location
The lake is located just north of East Akkala Stable, but the location the player wants is one high enough to get a good picture of the lake. There is a very small cliff located in the pinned location that serves this purpose very well.
Raising The Water Level
Make a campfire with wood and flint (or wood and a 
Fire Fruit) and use it to skip time until it rains. This is fairly rare in this region, so expect to sit there for a while.
Once it has rained, the water level will rise, and the lake will form the shape of an Octorok. Snap a picture using the camera rune (ensuring the red exclamation point is there) and return to East Akkala Stable to receive the reward.
Reward For Completing 'A Picture For East Akkala Stable'
The reward for completing this side quest is a 
Meat and Rice Bowl. No specific special effects, but good for restoring a few hearts in a pinch. If Link doesn't know the recipe for a Meat and Rice Bowl already, he will learn it too.
