If you're starting a new playthrough, you should fight everything you come across while exploring Mira. Avoid fighting monsters that are way below your current level. Fight enemies that match your level or are one-two levels higher. If you're really confident, you can take on Tyrants.

You can also wear armor or weapons with Experience Boost perks. You can view what attributes your armor has in the Ground Gear in your menu, or when you go to purchase/sell your items.

If you have Irina, you can use her Brainjack and Servant Sacrifice Arts to potentially insta-kill enemies. In short, you need to inflict the Control debuff on your target (Brainjack), then use Servant Sacrifice to insta-kill it. These arts can't be used on bosses or Tyrants since they're immune to Control.

You'll also want to take as many Missions as you can whether it's from the quest board, Affinity Missions, or Division Missions. You'll receive money and EXP for completing tasks.
