You want to mainly focus on the Border Mountains and the Vale of Glory areas, as they have all the materials. Bloodleaf Viburnum is a white flower with a red stem, so it shouldn't be hard to spot when you're running around collecting the material.

Rovers can collect a total of 30 Bloodleaf Viburnum flowers in the Border Mountains.

Start from the northern Resonance Beacon to grab a nearby flower, and then head north to grab three more.
Continue south and grab 10 Bloodleaf Viburnum.
After collecting the materials in WuWa around the dragon statue, go west to see a flower.
Head south again to grab another three Bloodleaf Viburnum.
Go west to the shore to find one flower, then use the flight ability to fly north, where one lonely flower is located.

Head south and collect two Bloodleaf Viburnum, then climb the small hill to find two more, located next to each other.
Turn north and jump down the hill to find another two Bloodleaf Viburnums.
Teleport back to the Vale of Glory Resonance Beacon, and this time run north to grab four flowers.
Go around the building to pick up three flowers in WuWa.
Proceed west to locate one Bloodleaf Viburnum, then glide down.
Collect one Bloodleaf Viburnu,m then head north to grab the final three.
