The Mages Guild is the best place to get new spells in general, and there are Mages Guild branches in every city in Cyrodiil. Great Chapels devoted to the Nine Divines also have spell merchants that carry Illusion magic as well, and those can also be found in big cities throughout the province.

The strongest magic is available for sale at the Arcane University in the Imperial City, and that includes Illusion spells.
