In his debut, Latios roamed the Hoenn region and was an exclusive Legendary to Pokemon Ruby. For the following generations, he would appear in the opposite Pokemon game of his sister, Latias. In Pokemon Scarlet & Violet, this exclusiveness was thankfully subverted, allowing players of both Pokemon Scarlet and Pokemon Violet to catch their own Latios without needing to trade or transfer.
You'll have a chance at getting Latios to spawn once you've completed the Pokemon Scarlet & Violet's Indigo Disk storyline. Like the other returning Legendary Pokemon, you'll need a Latios Treat to get him to appear in Paldea.

How to Get Latios Treat
Where to Find Snacksworth
After catching Terapagos, you can find a man dressed in a navy blue suit named Snacksworth at the Entrance of Blueberry Academy. He'll be standing to the far right of the reception desk. Snacksworth hands out one Legendary Pokemon Treat for every 10 Solo BBQs or 1 Group BBQ. Blueberry Quests (BBQs) are exclusive to Terarium and are simple tasks that net you Blueberry Points.
Unfortunately, the Treats are randomized. If you're playing Pokemon Scarlet, you have a chance of getting the Latios Treat on your first meeting with Snacksworth. If you don't get it, you'll need to complete 10 more Solo Blueberry Quests.
How to Get Latios Treat in Pokemon Violet
For those who have Pokemon Violet, you will need to complete Group BBQs. If you want every Treat Pokemon Violet has to offer, you'll need to finish 12 Group BBQs. As their name indicates, you'll need to be in a Union Circle to obtain Group BBQs. You'll receive one Group BBQ for every three "red background" BBQ you manage to complete in the Union Circle.
Like with the Solo BBQs in Pokemon Scarlet, it may take some time before Snacksworth gives you a Latios Treat in Pokemon Violet. So it's best to complete as many Group BBQs as you can while you have access to Scarlet/Violet's online features.
Where to Find Latios in Pokemon Scarlet & Violet
North Province (Area Two)
To make Latios appear, you just need to have the Latios Treat in your bag/inventory. Once you obtain it, Snacksworth will give you the following hint:
"Speaking of Latios...I do recall this one particular encounter when I was a younger feller. One day I ran smack dab into it, brazen as you please, while I was up in northeast Paldea, see. We couldn't speak each other's language, but I got the feeling it was telling me to follow it. So I gave chase when Latios flew off, and I ended up climbing these mighty steep cliffs. Next time I looked up, I realized I'd come to a small lake, nestled in between some jagged cliffs. It was a secret spot, all right."
Latios will spawn in the North Province (Area Two). Since this is rather vague itself, you'll have an easier chance at finding it if you fly to Fury Falls (or the Pokemon Center near Team Star's Fighting Crew Base). Head south from Fury Falls and climb over the mountains, and you'll find a lake surrounded by the "tall cliffs" that Snacksworth mentions in his hint.

Latios Moves and Weaknesses
Type: Dragon/Psychic
Latios is a Dragon/Psychic-type Pokemon, which means he has several weaknesses and resistances. With a base speed and special defense of 110 and a base special attack of 130, Latios can be a difficult Pokemon to catch if you're not prepared. The Latios in Scarlet/Violet is set to level 70. Be sure to save your game before confronting Latios.

- Latios' moveset consists of attacking moves, and two out of four of them are Psychic-type moves. While this means Latios will get Same Type Attack Bonus (STAB) from any move he chooses during this particular battle, you can nullify the Psychic-type moves by using a Dark-type Pokemon. An amazing counter for Latios is Grimmsnarl, whose Dark/Fairy-typing prevents him from being hurt by any of Latios' attacks.
- Latios' base Defense is lower than his base Special Defense. So, if you're using a physical attacking Pokemon, try not to use one moves that will 1HKO it.
