In Episode: Heresy, players can increase their Light Level all the way to 2020 from their gear alone. This does not include any power bonuses from the seasonal Artifact, just the maximum power you can get from equipping weapons and armor.

What Exactly Are Power Caps?
Power Caps are thresholds that determine the Light Levels of the equipment that drops for you. For example, if your Light Level is below 2010, then every item that drops for you will have a Light Level that's higher than your current average. Everything you do will reward you with stronger gear up until you reach the Hard/Powerful Cap.
What is the Hard/Powerful Cap in Destiny 2?
The Hard Cap (also called the Powerful Cap) is the second Power Cap of the game. Once you reach the Soft Cap of 1960, you'll be well on your way to reaching the next cap of 2010. In order to get stronger, you need to complete activities that explicitly reward Powerful Gear.
