Dragon Ball Super has been a polarizing sequel for many fans. Sure, it's been fun to see Goku and the gang return, but the series has its fair share of shortcomings. Super continues the exponential surge in Dragon Ball's powerscaling, introducing more Gods and literal Angels who greatly outclass any mortal character.
Dragon Ball: 5 Transformations Stronger Than Legendary Super Saiyan
Only a few transformations in Dragon Ball Super are stronger than Legendary Super Saiyan, and even then, just barely.
Fused Zamasu

As a combination of both Goku Black and Future Zamasu, Fused Zamasu stands out as one of the strongest fusions in the series. With a combination of Zamasu's immortality and Goku's Saiyan potential, he easily comes in as one of the most intimidating villains the series has ever had.
But the fusion of mortal and immortal bodies also serves as a massive handicap for fused Zamasu. The incompatibility between the two makes his fusion unstable, causing him to mutate while becoming more powerful. This ultimately worked against him, making him a unique but flawed opponent.

Top
The leader of Universe 11's Pride Troopers, Top was one of the standout fighters during the Tournament of Power. Jiren might've been Universe 11's ace, but Top wasn't too far behind, matching up favorably against some of Dragon Ball's strongest characters.
Top was able to hold his own against characters like Gohan and Android 17, but what really made him stand out was his Destroyer Form. Just like Vegeta eventually learns to do, Top can harness the power of a Destroyer. Top's Destroyer Form is similar but ultimately different from Ultra Ego, with the latter providing a much larger boost in power.
Jiren
Jiren was an absolute force throughout the Tournament of Power, standing as the strongest fighter on the battlefield for most of it. With an entire multiverse worth of talented fighters competing, ranking among the strongest in that group is no easy feat. But you could tell from his introduction that Jiren was built different.
So many overpowered characters have been introduced after him that it's easy to forget that he refused to become Universe 11's next Destroyer, proving himself to be way more capable than Top and even stronger than Belmond. Universe 11 might've lost the ToP, but Jiren pretty much carried them to a near-win. You know that Jiren is just going to keep getting stronger from here, which makes his potential return at some point and rematch with Goku an exciting possibility.
Moro
You don't earn the moniker of "Planet Eater" without being a complete destructive force. What separates Moro from most fighters is his magic, but don't be fooled, the ancient wizard's power isn't just smoke and mirrors.
What really separates Moro from other villains is his ability to manipulate life energy. Not only does this allow him to feed off the environment around him in a battle, but it also lets him drain his opponents' energy way more efficiently than opponents with similar abilities like Android 19 & 20. By the end of the Galactic Patrol Prisoner Saga, Moro is able to fight on par with Perfected Ultra Instinct. The massive boost in power, coupled with his magic, made him an exciting villain, and it's great that we'll finally see him in the anime soon enough.
Broly
The original version of Broly was an absolute menace, but the new iteration of the character introduced in Super is stronger than his movie-only counterpart ever was.
Having spent most of his life stuck on Planet Vampa, Broly never got the chance to face off against different fighters and improve his skills the same way Goku and Veget did. But Broly was able to hold his own against both Goku and Vegeta in their various Super Saiyan forms thanks to his incredible potential. He's still an incredibly raw fighter, but his strength and ability to adapt to fighters with more experience and power mid-battle give him one of the highest ceilings of any mortal in the series.
Cell Max
If Cell Max had not been activated too early, he would have probably been the strongest villain introduced in Super. Toriyama himself stated that a completed Cell Max would've outclassed Broly. But because he was taken out too early, he became a mindless berserker who, while still possessing incredible power, lacked the saviness of the original.
Even incomplete, Cell Max was in its own class. Orange Piccolo wasn't enough to put him down, and Gohan only succeeded after unlocking his Beast form, which itself is one of the most powerful transformations we've seen in the series.
Granolah
Granolah is one of the most interesting Dragon Ball characters in a while. He started his arc off as an antagonist, with the Saiyan destruction of his homeworld putting him at odds with Goku and Vegeta, but eventually joined up with them to take on the Heeters.
Granolah started off as a talented, but not all that powerful bounty hunter. To bridge the gap between himself and Frieza, Granolah wished for a massive boost in power from Toronbo, the Eternal Dragon from Planet Cereal, making him the strongest mortal in the universe for a time. It came with the caveat that he would have a reduced lifespan, but Granolah was able to tangle with Goku, Vegeta, and Gas for a while. His fate following the appearance of Black Frieza remains to be seen, but he won't be alive too much longer after the events of the Granolah the Survivor Saga, and might have even passed on by the time Super Hero happens in the timeline.
Gas
The strongest fighter in the Heeter clan, Gas proved to be a massive threat during the Granolah the Survivor Saga. Like Granolah, Gas' abilities were exponentially increased thanks to the Cerealian Dragon Balls.

It might seem like a cheap way to power up for some (which it sort of is), but both Granolah and Gas' power-ups allowed them to compete against fighters who they otherwise would've been outmatched against. Gas was able to take on both Ultra Instinct Goku and Ultra Ego Vegeta in his awakened form, handling two of the strongest Saiyans in history while both were making use of divine transformations. The toll on his body caught up to him way sooner than Granolah, and by the time Black Frieza arrived, he was nothing but a shell of his former self.
Destroyers, Angels, & Zeno
This goes without saying, but immortal beings like Angels and Zenoas, as well as Destroyers, are at the top of the Dragon Ball hierarchy. It's a little unfair to include them on a list of mortal fighters, but if you're looking at the strongest characters introduced in Super, this is it. From the ability to erase universes to powers that can alter time and reality, Dragon Ball's Angels and Destroyers, and especially most importantly, Zeno, are too tough for most to compete with.
