You need to buy its blueprint from Zerine's General Store to be able to craft Warming Sachet from a Worktable in Starsand Island. Zerine's General Store is located on the southwestern side of the main town in Starsand Island, just across the bridge from your starting house.

It costs 150 Gold to buy the Warming Sachet blueprint from Zerine's shop, but you need to be an Apprentice Crafter to unlock it from the shop's menu. So continue completing quests for Zerine and Solara to raise your crafting Profession in order to purchase the Warming Sachet blueprint.
