Intel in Star Wars Outlaws can be gathered in a few different ways, and whenever it is found, it is a worthwhile treasure hunt. Most intel will lead players to abandon loot from scoundrels before, and will almost always have useful upgrade materials for your blaster, speed, and ship. Once heard or acquired, Intel can be found in the Intel section of your Journal and tracked from there if that Intel has a direct location given to the player.
When exploring Renpalli Station, you'll come across a datapad mentioning stolen cargo that has since been left behind. While it does mention in the datapad that someone else is looking for this cargo, there is no time limit or concern to complete this intel right away.

Where To Find The Tosharan Treasure In Star Wars Outlaws
Also mentioned in the datapad, the best place to start looking for this cargo is Jaunta's Hope on Toshara. From here, get some upgrades for your speeder at the mechanic before following the roads leading northwest. You will be getting near but not entering Imperial territory, so you won't need to worry about raising your wanted level and having Death Troopers called in.
Set a marker on the map just above the Boulder Forest name but right above the B near the edge of the cliff. Once here, get off your speeder and walk north above the B on the map. While walking, the tracker will beep louder as you get closer to the cargo, and a blue light will flash as long as you are facing the direction of the cargo.
The tracker sometimes needs a moment to calibrate, so spin slowly if you lose track of which way to go.
The chest itself is found along the western cliff, at the base of the mountain to the south. The treasure's name is Smuggler Cache 37, and opening it will complete the intel and reward the player.

Both the Actuating Modules and Cryo-Coils are needed to upgrade different configurations for each module on your blaster. Since this will be Kay's main weapon throughout the game, it is important to upgrade it as much as possible to increase its overall effectiveness and choose a configuration that matches your playstyle. No matter what configuration is chosen, the Stun Shot is always a useful option that doesn't need further upgrades.
