The Solo Leveling anime may be over, but Jin-Woo's story is about to enter a new and exciting arc that involves the most dangerous villains in Season 3. They are far different and superior to any other magical beasts, posing a significant threat to Jin-Woo. However, one of them falls short in power, as confirmed by Solo Leveling’s creator, Chugong, himself. Who might this monarch be, and why are they weaker than the others?
The Monarchs officially arrived in Solo Leveling season 2 shortly after Jin-Woo cleared the entire Jeju Island dungeon break. The Frost Monarch, Sillad, and the Beast Monarch, Rakan, unexpectedly appear inside the ant cave after they sense the Shadow Monarch’s powers. At this point, fans know that they mean serious business, as their aura alone speaks volumes about the immense powers and abilities they hold.

Why This Monarch Fails to Match Others in Power
One of the most fascinating elements in Solo Leveling is the existence of the Monarchs and the roles they play in the story. They were created by the Absolute Being at the same time as the Rulers, but instead of maintaining the world, they exist to destroy it. This means that they are bound to clash with the rulers sooner or later, for their ideals and beliefs are vastly different.
At this point in the anime, fans are aware that Jin-Woo has received the title of the Monarch of the Shadows after completing the job-change quest in season 1. He has yet to learn the truth about his powers, but the presence of the other Monarchs in season 2 is already a sign that he’s getting closer to uncovering the secret of the system and its connection to the Shadow Monarch.

While Jin-Woo remains an incomplete monarch, the Monarch of the White Flames, the Beast Monarch, and the Frost Monarch already made an appearance in the anime. Additional monarchs are expected to appear in the next season, possibly the Monarch of the Beginning, Legia, and the Monarch of the Plagues, Querehsha, unless there are major adjustments to the story arcs that may be covered.
Among these Monarchs, Solo Leveling’s creator, Chugong, reveals an interesting fact about the strength of one of them. In a Korean forum called DCinside, Chugong answers a question raised by a fan and here’s how their conversation unfolded as translated:
Q. Chugong-nim, I have a question for you. Is it true that Queresha is the weakest among all the Monarchs...? Considering her portrayal in the story, she seems to be the weakest.
A. She is indeed weak in a 1-on-1 situation. All her abilities are geared towards bullying weaker opponents.
Chugong’s answer makes sense considering Querehsha was never meant to be the powerhouse among the Monarchs. Her abilities, albeit terrifying, may be useless if used against her peers, and especially against Jin-Woo. For instance, she let her guard down after she got frustrated seeing an insect-type beast like Beru rebel against her. In other words, from the beginning, she never had a chance to beat Jin-Woo at all.
In addition, Querehsha interestingly lacks the final boss vibes that Antares and the other Monarchs seem to give off. She may come off as creepy and manipulative, but she’s clearly not as strong as the others. Her abilities are far more suited to support and crowd control, making her weaker in a one-on-one situation where she only has to rely on herself.
Is Querehsha Truly the Weakest?
Jin-Woo Easily Defeats Querehsha
Based on the events of the Solo Leveling manhwa, it’s clear that Quehrehsha is one of the weakest, if not the feeblest, among the group. In fact, Jin-Woo managed to easily defeat her even without inheriting the full power of the Shadow Monarch because they were a bad match. Her abilities may be terrifying to humans, but they had little to no effect on Jin-Woo because he's immune to poison and other status defects.
Querehsha’s attitude and emotional response towards Jin-Woo's abilities also played a significant part in her loss. Upon seeing Beru serve a different master, she let her anger and frustration distract her from the actual fight. This ultimately leads to her downfall, as she instantly gets booted out of the battlefield after her demise at the hands of the strongest hunter.

If only Quehrehsha had more notable feats in Solo Leveling, there might be a stronger argument to counter the claim that she’s one of the physically weakest. Unfortunately, her limited role and quick defeat left little room to showcase her full potential. In the end, her fate was sealed, and her supporters had no choice but to accept her early demise.
