Sillad was the Frost Monarch who debuted after the Jeju Island raid was over. He was a dangerous individual capable of taking down the strongest Hunters without any problems. Even Sung Jinwoo was unable to beat him in combat.
Sillad's physical abilities were on a completely different level from S-rank Hunters. In fact, he could easily annihilate armies with his powers. Sillad could create ice monsters and send them to vanquish his foes. Additionally, he could utilize the power to create weapons and bring forth ice storms. Sillad was also able to create gates that led to other worlds.
2 Sung Il-Hwan

Sung Il-Hwan was an S-rank Hunter, but the absence of a proper ranking system meant that he never got the opportunity to enjoy the same privileges as other Hunters of the same rank. Unfortunately, things went south, and he ended up being trapped inside a dungeon. Eventually, the Rulers offered him a shot at survival, and he took them up on their offer.
Sung Il-Hwan had enough strength to fight against two Monarchs at the same time, a feat that is nearly impossible to match. He held them off for just enough time to allow Sung Jinwoo to return and beat them. Considering how Thomas Andre was unable to beat one Monarch, it's safe to say that Sung Il-Hwan would have no problem dispatching other National Level Hunters.
1 Beru

Beru was the Ant King and the main antagonist of the Jeju Island arc. Moments after being born, Beru annihilated several S-rank Hunters with ease. The only person who successfully stopped him was Jinwoo, after which he became a Shadow.
Like Jinwoo's other Shadows, Beru can also level up and grow stronger. In the later arcs, Beru was able to hold his own against a Monarch, so a National Level Hunter wouldn't be a problem for him.
