Once you complete the main story and get your first Silent Hill 2 Remake ending, the New Game+ mode will be unlocked in the main menu. During your second playthrough of the game, you'll have a chance to get Chainsaw.

Where To Find The Chainsaw In New Game+
Upon starting a New Game+ playthrough of Silent Hill 2 Remake, you will actually be able to get the Chainsaw quite quickly. After you've entered the outskirts of the town and have had a chat with Angela, keep progressing forward until you've arrived at Silent Hill Ranch.
You'll find the Chainsaw stuck in a log right in front of the gate to the ranch (the map location has been marked in the above image). After you get the Chainsaw, you'll be able to use it throughout the game without needing to refuel. The only annoyance with the Chainsaw is its sound; you'll be able to hear it even when it's not in use.
The Chainsaw will help you complete the New Game+ mode in record time, as enemies will drop like flies when hit. It's a much more effective weapon compared to the wooden plank or metal pipe that you get as a starting weapon in the previous playthrough. Additionally, if you stay still for a while, James will do a few unique animations while wielding the Chainsaw, serving as a callback to the original Silent Hill 2.
