'A charm depicting the crazed, cavorting dance of the divine beast conducted at the tower festival. Raises the potency of storms.'

The Enraged Divine Beast is a new Talisman in Shadow of the Erdtree that increases the potency of the 'storm' skill. While the full list of affected skills is not yet known, the principle is simple: weapon skills that have the term 'storm' in them, like Ash of War: Stormcaller, deal increased damage. It is worth experimenting with skills that sound storm-adjacent, such as the Goskin Peeler's ' Black Flame Tornado Skill' and the Zamor Curved Sword's ' Zamor Ice Storm Skill.' In theory, the Enraged Divine Beast should work with these.

Though the item description does not specify the exact amount of the damage increase, it appears to be 10%. The Enraged Divine Beast Talisman's weight is 0.3. This Talisman has a wide range of possible uses, as many of the Ashes of War that it affects can be applied to countless weapons. Whatever build you use, you'll likely be able to find a use for this Talisman. For obvious reasons, Bleed builds may not have much use for the Enraged Divine Beast, but there really are very few builds that wouldn't benefit.
