Before you go looking for the secret Shiny Taco in Fisch, you need to know that this is not a separate unique catch. It is just a Shiny version of the Frigid Taco. So, to catch it, you need to visit the Northern Summit.
This location is far from the main islands, so you will need to use the Northern Expedition portal. Just follow the marker on the screen, and you will get there without any problems. That said, Northern Summit features several pools at different heights, and in the case of the Shiny Taco, you need to fish in the Frigid Cavern.
