Skins in Blox Fruits can be obtained in several ways. In the case of Eagle, you need to visit the Barista NPC to unlock new skins in Blox Fruits. Luckily, finding him is quite easy.
The first location of Barista is in the Second Sea. You just need to go to the Cafe to find him. If you are already in the Third Sea, then your destination will be the Mansion on the Floating Turtle.
It is important to note that you must have an equipped Eagle Fruit in order to open the corresponding skins window during the dialogue with the Barista.
