Resident Evil 2 has a lot of key items that Leon and Claire will come across that will later lead to useful items or progress them further into the police station. The Red Jewel can be obtained just about at any point by heading to the Art Room and combining the arm and the book found in the library and putting it back on the statute. After completing the events in the parking garage, Leon will get the Club Key and Claire will get the Heart Key.
