While the shows you mentioned are good, that's not how the "better" anime is determined. For instance, if A has 9.0 stars and was rated by 100 persons while B has 8.5 stars but was rated by 5k persons, what this means is that B has more viewers and is the more popular out of the two. This is the case with Apothecary Diaries and Solo leveling. Solo leveling has a larger viewership than Apothecary.

On another note, it probably isn't the best idea to compare these two shows as their genres are completely different.
