I believe it kind of does, at least from a manga reader perspective. I'm not a fan of Dandadan using sexual assault to build tension, feels cheap. It's especially bad in the anime compared to the anime, where they not only made it more dire and left it on a cliffhanger. They didn't need to keep people invested like that, it was an error on their part, as I don't think people would have needed a reason to come back for cour 2.

Overall, I feel like the way they set it up, it fails to make this episode stand out for positive reasons, the way that all the other episodes - even 6 - do.
