No, so I figured this out. The licensing agreements for the DLCs are on disc 2; even though the game prompts you to use disc 1, you still need to insert disc 2 briefly so the game allows access to the DLC offline. Then you can reinsert disc 1 and continue playing. I've noticed there is no answers from support emails at gunfire games, so it took me a bit of troubleshooting to figure it out, but alas the answer.
This doesn't work for Xbox. Even if you have a physical copy of the game you need to be online to access any dark horizon DLC material regardless which game mode you're in (and as soon as you go online Xbox automatically corrects your clock). Also, I attempted to wait 23 hours to input the symbols twice and both times the resolution was incorrect and upon the 24th hour a completely different set of symbols displayed from the first visit, which tells me this is indeed not on a 24 hour cycle. Has anyone actually completed this on Xbox or is this all just speculation?
