It could be the Bird Bird Fruit, Model: Sunbird. This would match the symbol of the Revolutionary Army, as well as still give him access to the ability to control wind and storms. It would also mean that he, like many of the strongest players in this story, possesses a Mythical Zoan.

Additionally, Cocoyashi Village is an error. Yashi is the Japanese word for village. It's just Coco Village or Cocoyashi.

One Piece: 5 Devil Fruit Users Who Can Traverse Water

If we include flight, we also add King, Kaido, Momonosuke, Pell, Lafitte, Stronger, Stussy, Shiki, Doflamingo (swinging on clouds), and likely Dragon based on speculation about his Devilfruit. However, I don't think it does since if it did, Ace would've counted for it, too. Smoker also fits into the last category, though, since he uses a motorcycle powered by his fruit.
