Why is the writer assuming that there'd be more than local space travel?
Lots of Cyberpunk stories take part, partly, on stations in Earth orbit. Necromancer, of course.
We don't need need aliens just because part of the story is set in space. Earth orbit and Moon are common Cyberpunk settings. That's more than enough and fits the CP flavor.
Like, it's a weird automatic assumption that a story needs aliens if it touches on space.
