You don't curb piracy by taking down pirating sites. They've tried that before, it didn't work. All this does is create more sites to get the same content. If you want to slow or stop pirating, you make it easier to access. Netflix showed this when they shifted from their DVD delivery system to streaming system.

The Japanese have this belief that other people outside of Japan don't care about anime. It's slowly changing now, but the execs still hold this view. They'd be surprised how much more revenue they'd get if they opened up their product more easily to other nations.
