You're 100% misinformed Zoro has been labeled first mate in the show countless times, has the second highest bounty and is often shown leading and/or passing judgement as a first mate would. You have obviously never seen the show!

After cake island they literally had Zoro and sanji play fighting over who was the new second strongest but it was established that Zoro was still first mate.
