I am having a different issue, but with the same quest. Calling her does not complete the quest, but she isn't tagged as the Royal Envoy anymore. My Sim also does not have the self-interaction of calling the Royal Envoy to the lot even if she is not currently around. I've been calling her over and over via the phone, my Sim is now her best friend, but when I call her over normally she's not tagged and I can't do anything to progress.
