I think that all of you who think Garp is not a Hero just because he didn't openly defy the celestial dragons at God Valley need to step frickin back and realize that he is not like Luffy. He cannot just walk up to a celestial dragon and punch them in the face. He stopped chasing Roger at God Valley to help fight. If Garp is complicit with how the celestial dragons rule and how they act then so are 90% of the Marines because they're just doing their job and they cannot openly fight them without getting into extreme trouble. In the context he is the 'Hero of the Marines'. Doesn't say his title is 'Hero of the World' it says 'Hero of the Marines'.
