It really isn't the way the game want you to do it.

If you follow the clue on site you will find the place in the screen shot attached with the tornado, an arrow and a crate of energy drink.

I tried to translate with lens but did not get anything else other than to follow the tornado.

If you want to solve it yourself go there look at the door left of where the screenshot is taken.

Solution starting:

When you look through the door you see the tornado follows a pattern and that each time it goes above your head you see the "eye of the storm" is quiet without much wind.

You guessed it, just follow the tornado from the inside in the kind of parkour describe in the article, when you will reach the end of the treadmill/crane just before the drop above gravity anomaly the bolt will come calmly floating around and be super easy to grab.

From there jump down and go back to the door from where you started so you don't have to cross the tornado to leave.
