It's not so much a downgrade....it should be seen as a alternate path to power that wasn't taken in super. At least they think the same thing in heroes....which I know, I know, heroes isn't canon

I was going to say the same exact thing. Since it takes saiyans with pure hearts to make a legendary Saiyan....or at least originally....they could've easily let broly's rage open up the door to a brand new, never heard of in canon, super Saiyan 4. But now, they added that you can become a super Saiyan god with divine training....guess they had to throw that in there to make vegitas god form make sense
