Never had that problem personally, as long as a settler has 1 ammo they keep using the weapon ( in my case in some instances 2 if using a two shot weapon like a double barrel shot gun,)

This list is admittedly hilarious, with the mini guns and fat mans, but honestly i feel like and while the AK variant from Nuka world was mentioned, i feel like any high quality auto fire weapon will be ideal, assuming you're not on PC and don't use mods and therfor don't know where the enemy spawn points are, if you are than auto fire weapons would be ideal lazer or ballistic, just in case anything gets past your wall o missile launcher defence lol
