First, the maintenance window on January 21 absolutely WILL be an update. It just won't be a major content update; instead, it will be an update focused on bug fixes. This is completely normal and expected. For the last several years, Bethesda has dropped major content updates approximately every three months, with one or more bug fix / quality of life updates between those.

Second, the idea that this will be the 21st major update for the game is laughable. This will be Update 57, and will be the 59th numbered update (there have been a few "x.5" numbered updates). This will be the the 112th update overall since the game was dropped, not counting server-side only updates that did not require a maintenance window.
