Rival Schools was a good Capcom PS1 fighter that really got me into fighting games as a kid. Would have liked to see it make this list. I don't disagree that Tekken 3 is probably the best of the bunch, though I would have probably added Street Fighter Alpha(Zero) 2 or 3 to this list, too.
