Then when people vote the most watched shows tend to get the most votes as they have done always, its the biggest flaw of the cr awards, granted most people think their trash or don't care about.

Not every game needs to appeal to everyone, bcs anything that appeals to everyone, appeals to no-one. If they add base building they have to add a bunch of worthless extra mechanics to make it work. Which would take away from other aspects of the game, they would have to put less effort into other actually important mechanics for your stupid base building that you can get in plenty of other games.
