I would say I almost agree with you with alot of this.
However VII should be lower, VIII deserves the No.1 slot, or at the very least No.2. IX should be higher up on the list (I haven't had the opportunity to fully check out XVI's so can't attest if it's better or worst than IX. However the lack of Nobuo is going to take something very special to offset).
I do really enjoy parts of X's soundtrack, but I'm very iffy about it taking the No.1 spot... Partly that's down to it being created by multiple composer's and as such I just don't feel it has that same level of continuity and consistency as VI,VII,VIII and IX where only Nobuo was writing tracks. So I feel the comment "Nobuo Uematsu at his best" is very accurate (or fair to Nobuo; it's like saying how much better things are now he is only working part-time lol)
