Due to how some of the data was lost, we’ve reached a point where the result will be an incomplete restoration for some guilds, and we do not have a way to restore the remaining missing items for them.
At first it looks like most guilds are getting ALL stuff back, and only a few unlucky guilds will miss out on some items. It could'nt be more wrong - this is clever wording for how it went:
Some guilds will have an incomplete restoration. Remaining guilds will receive no restoration.
This is what Blizzard offers after 5 weeks of silence.
Up til now no single guild have reported getting all item - or even a major part - restored.
And every streamer, news site and fan site are all dead silent about this.
