The gym one isn't a really a theory. The Ash and co. Run into a number of gyms trying to get certified by the league. In the sinnoh region we know Paul gets a different 8th badge than Ash and Berry. He rips into the sunnyshore gym for not being legit and we know Paul wouldn't just take a badge.
