Okay, so... No. "Underrated" implies that people think badly about the characters. Rocket makes sense, but Wolverine is one of the top-banned dualists. The most underrated heroes in my opinion are Spidy, Rocket, Captain America, and Mister Fantastic. All of these, save for Rocket, people think badly about because little people know how to play them correctly. People hate Rocket because of Tim and because he can't burst heal tanks out of a bad situation.
