The Exo-Skiff is purchasable from the Exosuit Research vendor for 90 nanites, not the Multi-Tool Research vendor. That makes sense because it is installed in your exosuit. The Multi-Tool vendor sells a basic fishing rig (rod) for one nanite, which is installed in your multi-tool. You can buy those items from those vendors for your other saved characters. A fancier fishing rig is an expedition award and will be available from the Twitch and Expedition Awards vendor (if you complete the expedition on at least one of your saves).
