You mean the World Gov't is a fraud. Garp was never the one who told tales regarding God Valley, he never wanted to be an "Admiral" even if it was offered to him countless times because he never wanted to be under the thumbs of Celestial Dragons. The marines may be considered to be the World Gov't but don't generalize them all: there are a few honorable marines who just wants to protect people. Not all pirates are like Straw Hats.
