Size of the map should be determined by how long it takes to get from one area of the map to the furthest area possible, in Skyrim it can take 1-2hrs travel on foot to do this. However just cause a game has a huge map it doesn't really mean much if large areas are dead zones where nothing occurs, voids of activity on a map in open world games is as good as useless code.
