3 seconds! And yeah, the CD is 12 seconds, but a "character skill cool down +2" brings it down to like 10.5, so good. (Diminishing returns stacking that though, I don't think it gets below 10 seconds). Also good to use when you know you've made a lot of status hits recently, because it'll proc additional frost/bleed etc
