Cell was peaked out in power. Frieza is way stronger than him, and so is Buu (if he didn't fall asleep). Cell would rank right before Tien, Krillen, & 18 on the power arch with no potential left for him to become more powerful. He was an android & he became obsolete in comparison to the other fighters on the universe 7 team.
