this is entirely wrong the whole crew is drunk af on Absinthe so there purposefully mistakes in the manga panels that make to sense to show how drunk they are it’s luffy THINKING he’s using a gear 4 attack but he’s not (like how a sword randomly turned into an axe also) so yeah he can’t do this at least not yet
