Bro max cell came after the t.o.p bro.if he would be going there he would have been absolutely crushed by fighers like jiren,top,Kefla etc. Remember he need android 18 and 17 to get in his perfect form which was defeated by ssj 2 Gohan. In the tournament ssj-1 or 2 were most likely to be defeated even though they were strong. Gohan was kid at that time and cell was...,we all know. So final conclusion is that max cell ad shown in movie was not there nor orange piccolo or beast Gohan. But frieze rivaled ssj blue and was stronger than cell at few places if we see from t.o.p perspective!!

So frieza > cell in tournament of power!
