Realistically, yes Rose would be the best option for the story to continue linearly. It doesn't mean that's what they're planning though. I could see them try to milk a few more of the original characters for another game. Maybe even use them as the "wise old mentor" if they felt like it. Old doesn't mean worn out, we've seen it happen before, who knows what could happen.
