The spirit bomb doesn't take the universe to power, yes you wrote a lil more about it but the title is miss leading, the spirit bomb can as strong as it needs to be depending on how much energy it was given, it can be universal or basically nothing at all

In resurrection F, Frieza was actually stronger, the only reason he lost was cause he was never had control over the form and was losing energy fast. He was beating Goku, if he knew how to maintain it then it would have been a problem
