Interesting topic. Base building is largely cosmetic time sink. Fine for some, a chore for others. What I think could elevate base building in ES6 is if BGS utilized the system for the player to rebuild a war torn town or some such. With every new type of building you erect you open a quest that starts to fill out the story of what really happened and also townsfolk start to return as well. It could be a bit like the Radiant quest system without the randomness but rather an entire chuck of meaningful story that you "create" as the player. All the while scratching the crafty/buildy itch many players have.
