I'd say it's an Availability Issue. Having to Wait 6-12 months or More depending on the popularity for the latest Volume of your favorite Manga to hit bookshelves or wait a Month or less depending again on popularity for the next Chapter instead?

Seemed to me that that is issue.

Cause Piracy dropped on Anime when the Studios started to make and release their own dubs instead of having "pirates" who are really just fans for the most part do it.

And that is leaving Aside issues of Cost.
