Naruto may have been the strongest but he has no tailed beasts, no SOSP chakra, and a significant amount of chakra lost from using baryon mode. Also ishiki was only at 40% to begin with,and he was bodying Naruto before baryon mode. He also got trapped by noob with no skill who can't even walk on water or up trees.
