Maybe it has more to do with the transportation situation in jersey currently and this is Niantic offering their way around not being able to travel everywhere you want to go or need to within certain time frames?
We played the whole event.. No shiny archen or hundo, and we both bought tickets. Did get 1 omanyte and kabuto right at the end, at least it was something.. Feel bad for those who got even less. We pay so much into it, both money and time.
