There's always been a faction imbalance, but its never been towards the alliance. Just using the allied races as an example, you have 2 allied races with almost the exact same racial: lightforged dranei and dark iron dwarves. The racial in question is the increase to blacksmithing. The dark iron made sense, they've been a different sect of dwarves from the beginning. Lightforged however is a lore atrocity, as the storyline of warlords of draenor highlight their closeness with the light already, so the lightforged was just... Closer. It was lazy. Kul tirans? The pregnant pirates? The only good thing appearance wise for them is the druid forms, because it hides their stupid looks. Mechagnomes were a joke but have decent racials. Cant transmog half their body, though. Void elves and nightbornw was just silly as it was just to give each side the looks of the other sides elves. But don't get me started on the void elf racial, spatial rift. Long cool down and its a mix of the mage blink and the warlock circle. If it hits the max range, its gone and you wasted the Teleport. And should we get into classes? The horde has 4 races that can play druid (troll, tauren, zandalari, and highmountain) whereas the alliance only has 3 (night elf, worgen and kul tiran) which could've been rectified easily loneliness with the machagnome. All in all, horde doesnt want to get into faction unfairness, because they've had it better at all times.
